Grants to Oregon nonprofit organizations in eligible locations for programs that improve the quality of life and increase educational opportunities for disadvantaged populations or individuals with disabilities. Funding is specifically intended to support programs in the areas of children, education, and health and human services. Funding may be used for both start-up and on-going support. Projects must serve the Portland area.

The Shapira Foundation seeks to

  • Provide program support with direct benefit items and or financial support that help to improve the quality of life for disadvantaged individuals and families in the Portland area. 
  • Improve educational opportunities for disadvantaged and/or disabled individuals.
  • Enhance the healthy development of individuals faced with disadvantages or disabilities that may hinder their quality of life.

Program Areas:

Children's Programs:

The Shapira Foundation supports programs aimed at helping children in need. Through the Foundation's Campership support for organizations like the Mt. Hood Kiwanis Camp, NW Kidney Kids Camp, and Gales Creek camp for children with diabetes, the Foundation seeks to provide children with the thrill and excitement of summer camp that might otherwise be out of their reach.

Education Programs:

The Shapira Foundation supports programs embracing the idea that the pathway out of poverty lies in education. It supports after-school programs in addition to therapy, mentoring and counseling programs to help low-income disadvantaged individuals improve their quality of life through education.

Health and Human Services:

The Shapira Foundation seeks to improve the quality of life of disadvantaged, or disabled individuals through programs that address hunger, homelessness, and domestic violence. Programs providing meals and shelter are central to the Foundation's mission. From food pantries and meal kitchens to making sure kids are healthy and safe, the Foundation seeks to support programs that help families throughout the Portland metropolitan area.

Hug Patrol Program:

This new program of the Shapira Foundation helps children in stressful situations by providing new stuffed animals to police officers, firefighters, and medical personnel to comfort children facing traumatic and scary situations.

Estimated Size of Grant:

Generally, grant awards range from 2% to 5% of the project or program budget. Grants are awarded for both start-up and on-going support as long as the supported program(s) fall within the guidelines.

Additional Eligibility Criteria:

The Shapira Foundation awards grant funding on an annual grant cycle to non-profit organizations which have been designated by the Internal Revenue Service as 501©(3) tax-exempt organizations and an organization described in IRC 509 (a)(1), (2) or (3) (i.e., a non-private foundation). Organizations applying must show that their programs effectively address the critical needs of their community through the provision of high-quality services and innovative programs administered by well-qualified staff.

Grant awards are not made to any of the following:
- Individuals
- Capital campaigns
- Fundraisers or benefit tickets
- Athletic teams, Schools or events
- Debt reduction drives
- Political organizations
- Religious organizations for religious purposes
- Lobbying activities as defined by the Internal Revenue Service

Pre-Application Information:

The deadline for submitting a Letter of Inquiry is June 30th of the current calendar year.

Shapira Foundation grant awards will primarily be distributed by invitation to individual programs or through projects that the Foundation proactively develops with nonprofit organizations in the Portland Oregon area. Unsolicited letters of inquiry that meet the guidelines will also be considered.

If the Foundations approves your letter of inquiry, the second step in the application process will be to submit a more detailed application for consideration. The Foundation will provide you with a link to the online application page. The Foundation may also request a site visit or interview during the application process. Please note that eligibility for further consideration does not assure approval of your proposal. Funding decisions are made on an annual grant cycle.
