Grants to Multnomah County, Oregon local governments, public libraries, K-12 schools, IHEs, and nonprofit organizations to use cable system technology to address local information or communication needs. Applicants must register and submit a pre-application prior to submitting a full application. Funding is intended to assist local entities in using cable system technology for enhanced communications, including video, data and voice applications.

Grants provide a financial means to address concrete local needs, such as improving learning resources in public schools and community colleges; removing barriers to receiving an education, information or social services by disadvantaged or challenged people; and increasing access to media tools for local discourse and communications.

As a result of the source of funding for the Community Grants Program, proposed projects must use either community access channels or the Institutional Network (I-Net) within Multnomah County to meet a local communication or information need.

Proposed projects must fulfill all the following minimum requirements to be considered in the Pre-Application process:

  • Use either community access channels or the Institutional Network (I-Net) within Multnomah County to meet a local communication or information need.
  • Address at least one of the four public benefit areas identified for the grant program.
  • Have only capital costs included for funding from grant funds.

Eligibility:
- Applicant must be a 501(c)3 non-profit organization, K-12 public school, college, university, public library or governmental unit located within Multnomah County.
- Serve residents within Multnomah County, OR.

Pre-Application Information:

General Timeline:
- Completed Pre-Applications for the 2020 cycle are due December 12, 2019.
- MHCRC Selection of Invited Applicants: Late January.
- Grant Applications/Contracts Finalized: March-June.

Register: New Applicants must first create a profile and request activation in order to access the online Pre-Application system.

Applicants must commit to providing matching resources for at least 50 percent of the total project budget from resources other than this grant program.

MHCRC staff is available to consult on Pre-Applications or project ideas. Staff highly recommends any consultation request be received at least one week prior to the Pre-Application deadline. MHCRC staff may not be able to respond adequately to requests received within one week of the deadline. January 2020: The MHCRC will decide, based on the Pre-Applications, which applicants to invite to apply for grant funding. Supplemental information to the Pre-Application is not accepted. Staff will work with each invited applicant to clarify all elements of the proposed project and to finalize a grant application and contract during Spring 2020.
