Grants to Oregon nonprofit organizations, businesses, government agencies, and individuals for rental housing projects in eligible regions. Eligible projects must contain units that are workforce housing and affordable. Funding is intended for multifamily housing projects in Tillamook County.

The Fund is intended to support the development of new multifamily rental housing in Tillamook County. Proposals must be for construction of three rental units or more. The program requires that at least some units must be affordable and workforce housing, aimed at renters making no more than 120% of Area Median Income. To encourage mixed-income projects, the Fund awards points to all income categories but places more weight on greater affordability.

Additional Eligibility Criteria:

Any entity is eligible to apply for funding, including nonprofits, private companies, individuals, public agencies, and local governments. All entities must submit a pro forma that reflects all known revenues and expenses at the current stage of development.

Timeline: Quarter 1 (July 1st to September 30th)
- Application Opens: July 8th
- Application Closes: September 1st
- Finance Committee scores and reviews applications
- Selected applicants submit answers to 10 qualitative questions
- Full Housing Commission receives Finance Committee quantitative reviews
- Applicants present and Housing Commission assigns qualitative scores
- Board of County Commissioners selects awardees and award amounts
- Awardees are notified and enter into negotiations with Tillamook County
